The Chamber considers it an honor to serve as an information resource when it comes to local elections, which we believe decide a wide range of issues that affect us daily regarding zoning, ordinances, transportation, public safety and the business community as a whole.

 

We are committed to building relationships with our elected officials and engaging in an active dialog with those officials who share our belief that business and government can and must work together for the benefit of our community.

 

We will be hosting several candidate forums and wanted to give you the opportunity to familiarize yourself with the candidates who will participating in these forums. We understand there are many other races that are very important as well. These are just a few that we are able to cover. You can find more information regarding other races happening by visiting the Yuba County or Sutter County websites.

Karm Bains

Candidate, Sutter County Supervisor - District 4


What made you decide to run for this elected position?


For decades I’ve been giving back to my community. I want to make a difference and leave Sutter County a better place for my children’s children. I want to make Sutter County “THE DESTINATION” for businesses looking for a new home in California. As an owner of Coldwell Banker Commercial Realty - as well as a farmer and property owner - I have a lifetime of experience with the issues that matter most to my constituents. I strongly oppose Prop. 15 on the November ballot; we must not make it harder and more cost-prohibitive to do business in the state of California. We must preserve and protect Prop. 13 tax protections. I will stand up to money-hungry Sacramento politicians who have their hand in the pockets of Sutter County business owners, attempting a money-grab. More taxation isn’t good for business. We need strong, visionary leadership that will fight government overreach to rebuild and strengthen our economy on the heels of COVID-19.


 Public safety needs a strong advocate on the Board of Supervisors to stand up to those who insist on defunding law enforcement. We are living in a time of early prison releases (COVID-19) and zero-bail, putting our residents at great risk. This is the time that we must make greater investments in law enforcement, not fewer!


Finally, I see our homeless challenge growing. Even with a solution in place, there is a new face every day in our homeless community. They are flocking to Yuba-Sutter and being dumped here by other municipalities. We need to put an end to this! Our native residents who are looking for a way out of homelessness, have it. We need to stem the flow of new cases of homelessness by developing a comprehensive diversion program to provide counseling and assistance to those struggling to keep a roof over their heads. There are many challenging issues facing Sutter County and we need strong leadership at the dais to represent the best interests of our citizens. I have placed my trust in the very capable hands of the voters of District 4.


Tell us a little about yourself


I grew up right here in the 4th district. I’m the only candidate for District 4 Supervisor who is a lifelong resident of Sutter County. My wife Harpreet and I are raising our four children here. I am a fourth-generation Sutter County farmer and small business owner. 


After attending Yuba College, I studied Business Administration at the University of California Fresno. I am a graduate of the California Ag Leadership program. 


The experience I’ve obtained by serving the voters of Sutter County as a Trustee on the Sutter County Board of Education and by representing the residents of Yuba and Sutter County in a Governor-appointed position on the 13th District Agricultural Association, my service on the Yuba City Economic Development Commission (founding member) and as a Commissioner on the Yuba City Planning Commission, have given me great insight to the needs of Sutter County residents. I have a comprehensive understanding of how local governments operate and can hit the ground running once elected.


I am proud to be in the run-off for Sutter County Supervisor, District 4, having secured 45.22% of the vote in the March Primary Election. That was a huge accomplishment given that I had two opponents in the race. I worked hard, walking doors nearly every day, talking with my constituents and listening to their concerns. Despite attacks from my opponent, I maintained a positive, clean campaign; I will continue to hold myself to a high standard while serving as Supervisor for Sutter County’s District 4. 


It’s humbling to have earned endorsements from a wide range of local leaders on both sides of the aisle. Congressmen Doug LaMalfa and John Garamendi have endorsed, along with Senator Jim Nielsen, Sutter County Supervisors Dan Flores and Jim Whiteaker, Retired Sutter County Sheriff Roy Whiteaker, Yuba City Mayor Shon Harris and Yuba City Councilmember Manny Cardoza, seven former Yuba Councilmembers, and a dozen other local leaders. I am proud to have secured the endorsement of the Yuba-Sutter Farm Bureau, Local Union 228 Plumbers & Pipefitters, Local 3 Operating Engineers and the Central Labor Council.

Tej Maan

Candidate, Sutter County Supervisor, District 4

 

What made you decide to run for this elected position?


I grew up in Sutter County, went to school here, and raised my family here - we have lived the "American Dream" and I'm proud to call it home. Serving our great community for two terms on the Yuba City Council was an honor and a privilege. I hope to continue to serve Sutter County and its residents as your next District 4 Supervisor. I’m recently retired, and now I want to put my experience, time and commitment to work for the community that has given me so much.


Tell us a little about yourself


I worked my way through UC Davis and then returned here. I have spent my 31 year career working in local government in public health where I worked my way up to a department head position. When I was on the City Council I ensured law enforcement had the tools to fight gang activity. And I worked to bring jobs to our community.


My record is one of commitment to community. My wife and I have instilled a love of community service and a love of farming in our children. I have been active in the leadership of:

Rate the top 3 issues you would like to focus on:


1. PUBLIC SAFETY: While serving on the Yuba City Council I prioritized public safety to ensure law enforcement had the tools needed to push back against gang activity and keep our neighborhoods safe. I hope to continue this important work supporting law enforcement as your next Sutter County District 4 Supervisor.


2. ECONOMIC DEVELOPMENT: I’ll work to cut red tape, retain and assist local businesses, and recruit new investment to grow jobs. The first essential element of economic development is retaining and assisting the business we already have in the region.  It is easier to facilitate the expansion of businesses that already exist locally than it is to recruit new enterprises. I would also work with the Yuba Sutter Chamber of Commerce and Yuba Sutter Economic Development Corporation to bring more new jobs to our community. Bay Area companies are moving to Roseville and Folsom. Our community should also work to attract these opportunities.


3. INFRASTRUCTURE: Strengthening levees, improving roads, and providing more housing are essential. Our Sutter County communities must be protected when the heavy rain comes, and it will come. We must ensure the on-going restoration of our levee system is completed and then maintained. Furthermore, we must work to address FEMA’s concerns about flooding south of Yuba City.

Mat Conant

Incumbent, Sutter Coutny Supervisor - District 5


Why do you want to run for local office?


I have been involved in many quasi government boards like school districts -16 years elementary and high school, Yuba Sutter farm bureau - 30 years, California State farm bureau board - 6 years and South Sutter water district board - 13 years. I also served on 2 water coalition boards and California walnut board and California walnut commission board. During this time, I became very concerned with how the county was being operated. I was concerned about lack of internal auditing, unfunded pension liability and the fact that our sheriff’s salaries were not competitive with local jurisdictions.

If elected, what are the three most important goals you wish to achieve during your term in office?


1. We must get more internal auditing done to find waste in our county government. 


2. We must continue to pay down the unfunded pension liability.  The high liability affects every operation of the county and causes the county to not be able to pay competitive salaries.

 

3. Public safety is my #1 concern for roads, fire and sheriff. Roads continue to be repaired and some are in disrepair. The Fire department is underfunded and understaffed. They need more resources to provide the services that the department needs. The sheriff patrol officers are underpaid and it is very difficult to hire qualified deputies for patrol.

Sarb Thiara

Candidate - Sutter County Supervisor - District 5


What made you decide to run for this elected position?


I am not someone who stands by, doing nothing, when there are issues in our community.  I stepped up to help during the threat of floods, evacuation and feeding our residents during Covid-19.  think we need officials who will stand up to do the hard work, not sit safely on the sidelines.

 

Tell us a little about yourself


I have lived and farmed with my family in District 5 for 40 years.  I am a conservative who believes in the American Dream - because I have lived it.  I’ve worked hard to preserve our way of life and those same opportunities for future generations. I am fortunate to have my adult children working with me so they will be prepared to one day, take over our businesses.  Aside from farming, I am also a business developer.  My current project involves developing plans to build a multi-story entertainment center with a triple level golf driving range, restaurants, indoor gun shooting range and indoor soccer field.  The project will be on the 52 acres I purchased from the Mallard Lake Golf Course on Hwy 99 in District 5.

 

Rate the top 3 issues you would like to focus on: 


1. Reopening our schools and businesses safely.  We need to demand more testing and PPE - and we need to stand up to the state and the Governor who is pushing rules as if every community was like San Francisco.  We need to take control of our own community.

2.  Public Safety – I will oppose any efforts to “defund our police.” The state is emptying out prisons and dangerous criminals are pouring out - some will be coming to our neighborhoods.  We need to empower, support and equip our Sheriffs to tackle the growing problems with Meth, human and drug trafficking and other problems to keep our neighborhoods safe.


3.  Flood Protection & Infrastructure – Strengthening our levees, updating our flood protection plan and ensuring disaster preparedness is critical for our economy and our quality of life. We must also invest in repairing and improving our roads to reduce traffic problems.


4. I know you said three, but these are extraordinary times, and we can’t limit ourselves - we need a comprehensive plan to deal with homelessness and the impact it has on our communities and businesses.  We need to focus on solutions, focus more on causes (drug addiction and mental health) rather than just treating symptoms with temporary shelters that often make the problem worse.

Shon Harris

Incumbent, Yuba City, City Council


What made you decide to run for this elected position?


Public service is in my blood and I want to contain to serve on the council.  And, it's fun!  We have done so much over the last 4 years, but there is more work to be done.  The work includes projects already in progress and some that require the benefit of already establishes relationships and background.  I do not want to walk away only to have someone else have to start all over again with the years-long learning curve.  I would like to stay to provide that momentum and continuity for the benefit of the city.

Born and raised in YC.  Raised my family here.  Made a career in public service (Sutter Co Sheriff, Bi County Ambulance, Yuba County Sheriff (jail), and just under 23 years with the CHP.  Retired as a Captain and the commander of the Yuba-Sutter Area office of the CHP.  Have served one term as a councilmember and I am the current mayor of YC.  I have three children, four grandchildren, and a foster son.  Enjoy community service, travel, fishing, hiking, and several other pastimes.

Manny Cardoza

Incumbent, Yuba City, City Council


What made you decide to run for this elected position?


I ran 4 years ago, after a 35 year career working for the City of Yuba City, because I wanted to find a way to continue serving the people of the city I call home.  I have thoroughly enjoyed my first term and currently, I am running for re-election.


Tell us a little about yourself


I was born and raised here in Yuba City, attended local schools and worked for locally owned, family businesses before joining the City of Yuba City in 1979.  I began my career with the City in the Finance department and later moved into Public Works where I spent the majority of my career.  I chose to remain in our community and raise my daughters here because of my love for our city.  I know it sounds a bit corny, but in 2016, we chose the tagline “The Heart for Yuba City” for that reason.

I am very active as a volunteer because I want to do everything in my power to see our community organizations soar!  I am a Past Board Member for the Early Risers Kiwanis Club, member of the Alliance for Hispanic Advancement, a 40-year member of the Yuba City Moose Lodge #1204 and a member/Past President of the Peach Bowl Lions Club.  Additionally, I have been an independent Santa Claus for the past 35 years which has included much pro bono work for local non-profit organizations.

Wade Kirchner

Candidate, Yuba City, City Council


My name is Wade Kirchner and I am running for Yuba City City Council. Being born at Beale Air Force Base I am a lifelong Yuba City resident. After graduating from Yuba City High School, I continued on to Yuba College, then to California State University Chico where I graduated with a bachelor's degree in Social Science. I have spent 20 years in the private sector in sales and 14 in the public working at Yuba City Unified School District as an educator. Public service is something that I am passionate about. I am on the board with Yuba City Noon Kiwanis, an honorary commander for the 9th Maintenance Group with the Beale Military Liaison Committee, and an owner of The Yuba Sutter Gold Sox. I also spend time volunteering with The Acting Company, The Marysville Historic Society and with Saylove. I believe that running for public office is a logical extension of service.


On the top of my list of issues is public safety. The last six months have been difficult, in that there seems to be a national debate on what law enforcement should look like. I believe they should be fully funded and have the necessary tools to do their job. Secondly is housing. Yuba City is in short supply of affordable homes. The impact fees for developers need to be competitive/attractive as to bring these homes to our area. Lastly, is quality of life. My time working with the personnel at Beale has shown me the need to bring businesses and attractions to our area that will make it a destination.

Gerry Mains

Candidate, Yuba City, City Council 


My name is Gerry Mains. Born in Rigby Idaho 11/30/53 . I've been a California resident since 1956.


I raised my 3 children in Paradise where I started my business in 1983. Mains Landscape Maintenance. 


I've been in Yuba City since 2007 though I did graduate Marysville High in 1971 and then spent 2 years at Yuba College.

I have been married to Dinah Tupas Mains for 6 years.


I believe the constitution both federal and state to be the law of the land ensuring our God given inalienable rights. 


Life , liberty and the pursuit of happiness. Pursuit of happiness being the right to work to aquire those things that make us happy. 


Property , food and clothing, all the things that the governor has placed in jeopardy by his greatly exagerated emergency. That's why I'm running.


I believe he is using this virus for political reasons though some on the current council see it as just a virus. I have signed the petition to see him recalled.


I hope to be a voice for all of those hurting and discouraged people who feel the same way. It's time to roar and stop being bullied.


I know the position I'm running for involves much more than this. There is a city to run and I believe life has brought me to a place where I havelearned how to learn and can rise to the task. Common sense is a great tool. I have run my own business for 37 years. People have always liked working for me.


I believe compassion is the cement of good and lasting relationships. People don't care what you know until they know that you care. Those who walk in the blessings and favor of God are obligated to be a blessing to others. To the down and out. As a young man in my 20s I spent 12 years going to the Oroville Rescue Mission. I would play my guitar and tell the men and women what I had found and enjoyed many nights just sharing a meal with them. Isn't true religion just one beggar telling another beggar where he found bread ?


When I came to Yuba City in 2007 I got involved in A Hand Up Ministry with Ronnie and Renee Braiser at the River Bottoms Church. 


People need more than a hand out, they need a hand up. I believe one if not the main root of homlessness is a spiritual need. So I worked with them for several years as the worship leader.


In a general sense I think that the government has tried to do what uncompassionate people have failed to do. Unfortunatley there is no law to command kindness other than the word of God. Jesus told us to love others as he has loved us.

Stephen Heter

Candidate, Yuba County Supervisor - District 2


What made you decide to run for this elected position?


 I decided to run initially when the incumbent would not hold the water contractors accountable for damages at the Oroville dam. Further, I felt that my experience working for both myself and the state legislature give me a unique viewpoint, knowledge, and set of relationships that I can leverage to help our county. In addition, I feel driven to make the place where I want to raise a family to the best it can be; and I feel the leadership I bring to the table can help facilitate that goal.

 I have worked for both of our state overlays, Senator Nielsen and Assemblyman Gallagher. In that time, I have gotten to know much about the issue facing our community and the people that need to be talked to help reach a resolution to problems. I have also received my B.S. from CSUS in Business Administration which has helped lay the groundwork for my understanding of many issues on the private side. I have also worked for myself which has given me a better understanding of issues business face with local governments. Finally, I have been a lifelong resident of Yuba County, that is something that I feel gives me advantage in understanding the issues it faces.

Don Blaser

Candidate, Yuba County Supervisor, District 2


What made you decide to run for this elected position?  


As a downtown business owner for the last 17 years, I have seen many missed opportunities to return Marysville to its historic roots and image of a vibrant destination.  Unfortunately, I didn’t feel I had adequate time to devote to county management as your Supervisor as well as my business.  With the recent sale of my business, I am able to devote the time needed to produce a positive effect for District 2 and Yuba County.

I am a native to the Yuba Sutter area and a 3rd generation farmer.  I attended local schools and graduated from UC Davis with a degree in Agricultural Economics.  My wife, Lavina, and I created the The Brick Coffee House Café 17 years ago and have operated it until just recently.  I have 2 children, Adam and Kricia, as well as 4 wonderful grandchildren.

Ricky Samayoa

Incumbent, Mayor, City of Marysville


What made you decide to run for this elected position?


In 2012, when first elected mayor, our city was close to bankrupt. Today, after 8 years of serving as mayor, we have more police officers, more firefighters, more public work personnel, and we have a healthy budget reserve. 

 

Now, it is important that we keep the momentum moving forward.  We are currently cleaning our beautiful lake, fixing 5th street, bringing a new hotel on the B street property.  We are working with Caltrans to fix congestion within the two state highways and the hospital to create a brand-new cardiovascular center.


Tell us a little about yourself


Married with three children, two cats and two dogs.  We bought our east Marysville home in 2013 and have been living there since.  After earning a Master's Degree from CSU, Chico, I have been working for local private non-profit since 2006.  Our mission is to build strong and healthy communities.  


Rate the top 3 issues you would like to focus on:


1.Infrastructure: roads, Ellis Lake, parks, sewer system, sidewalks, bike paths (including regional path connecting the entire county along the rivers) , storm drain system, reduce congestion and increase accessibility

2.Economic Development: Focus on 5th Street (Hospital/Arts District), Ellis Lake District (including B Street property ) and all commercial corridors, including our Historic Downtown.

3.Housing: Update the housing element, assure 72 unit development on 14th and Ramirez is completed, improve codes to make it easier to built lofts along D street and Chinatown, complete over-the-counter designs  for second dwellings ; incentivize  private sector to build new housing within Marysville.

Stepahnie McKenzie

Candidate, Mayor, City of Marysville

Current Marysville City Council


What made you decide to run for this elected position?


I have invested heavily in serving the Marysville community as a Councilmember the last 4 years, and want to continue inspiring our staff and community to work together to make our dream come true of transforming our city into a beautiful destination for families, business, recreation, and tourism that is established on a strong fiscal, organizational, infrastructural, and operational foundation.  We have come a long way in improving our reputation and financial stability the last four years, and I have developed relationships of trust with the agencies and jurisdictions that are key in supporting Marysville's success. I want to keep this momentum going as a mayor who is an engaged and enthusiastic supporter of our community's success.

 

Tell us a little about yourself


I came to this area 38 years ago through Beale AFB, and raised my family of 4 while working for Fremont-Rideout Health Group, volunteering, and attending school.  I'm now a teacher for MJUSD and  have 18 grandchildren! 

 I was elected to the Marysville City Council in 2016, and have been representing Marysville on the Yuba Sutter Arts & Culture Board, and Yuba County Library Commission.  I am a board member for Marysville Youth and Civic Center, and Honorary Commander for Beale AFB.  I have a passion to see our young people succeed, so I'm working with several groups to develop programs and facilities for youth recreation and school support programs. 

In 2019 I founded the Yuba Sutter Community Taskforce which has been bringing community stakeholders together to address systemic issues.  Most recently we created the COVID-19 Relief Taskforce to support the Yuba Sutter Food Bank and local pantries in meeting the needs of our most vulnerable residents.  I also organized and lead our Chinatown Neighbors Group that works to improve safety and reduce blight in our neighborhood. I love walking and enjoy our unique Ellis Lake and beautiful historic buildings and homes.

1. Focus resources to improve and maintain aesthetics of city--parks, roads, buildings, blight, including Ellis Lake.

2. Plan for Marysville of tomorrow--Update General Plan, Municipal Code, Medical Arts District plan, and exploration of housing development, annexation, and Highway 70 bypass.

3. Downtown business district improvements--invest in the creation of an attractive, vibrant shopping and dining destination.

Chris Branscum

Candidate, Mayor, City of Marysville


What made you decide to run for this elected position?


I returned home 2 years ago after living in other areas to pursue my career and saw our city in a condition that I felt could use some improvement.  I would love to see the murky waters of Ellis Lake made clear again, a sensible plan to re-route bumper to bumper traffic and real solutions to our homeless problems.  I believe, with my background and qualifications, we can turn these into reality. 


Tell us a little about yourself


I grew up in Marysville, went to local schools and after a stint in the Navy following high school, I returned to attend Yuba College.  I went on to graduate from CSU Sacramento, received my CPA Certificate and earned a Juris Doctorate degree from UOP’s McGeorge School of Law.  I retired from a career as a senior level finance executive and am a problem solver, not a politician.  


Upon retirement, I returned home to Marysville and immediately purchased a house on Ellis Lake to renovate.  It’s 2 years later, and I’m still remodeling!  My family owned and operated Bossen Linen and Laundry in Marysville from 1920 to 2005 and until recently, my sister and I still owned the C Street property.  My sister, one of my 2 sons and my treasured granddaughter live in our community.


Rate the top 3 issues you would like to focus on: 


1. Business Climate – We have rich history in our downtown buildings that most communities are lacking.  Our empty store fronts are starting to fill in throughout the city, but we still have much room to improve before we make an impact on our sales tax income.  Safely re-opening and assisting businesses after the pandemic should be our top priority

2. Ellis Lake – We are fortunate to have the expertise of the Yuba Water Agency as well as many individuals with extensive water knowledge.  There are 2 schools of thought on the process of clearing it up and one of them is being attempted now.  Let’s hope it remediates the problems but if not, we need to switch to the alternate method.  I won’t lose focus on this issue. 

3. Traffic – We can all agree that the traffic going through Marysville has become horrific over the years.  There have recently been some initiatives suggesting we re-route Highway 70 traffic through residential neighborhoods, which I cannot support.  I am looking forward to meeting with Cal Trans representatives and advocating for the residents of Marysville for a mutually beneficial solution.

Stuart Gilchrist

Candidate, Marysville City Council 


What made you decide to run for this elected position? 


I want to be part of the team, make a difference in the trajectory of Marysville’s success in tandem with our County Supervisors via YWA and make the Yuba County Economic Strategic Plan a reality as soon as possible. 

 

Tell us a little about yourself


I am a local artist/designer/architect/retailer who went away and made good only to return to my hometown once I discovered her need so as to assist in elevating it through hospitality, historic, residential, recreational, educational and commercial refinements. My objective is to display my global experiences within a local venue. I envision selling our county and its products and services to the globe in return. I plan on remaining here for my lifetime. It is my birthplace.

Mike Ferrini

Candidate, Marysville City Council


What made you decide to run for this elected position?

I have been a Yuba-Sutter resident for over 25 years. I have been a public servant for 15 years plus 6 years in the military.


I have a background in law enforcement, court administration, grant writing, policy writing, and transportation/environmental planning.

Dominique Belza

Candidate, Marysville City Council


What made you decide to run for this elected position? 


My immigrant Great-Grandfather, John Belza, came to Marysville in 1906 to pursue the American dream.  He started a Basque hotel, owned real estate and had a 6,000 head flock of sheep when he died in 1918 of the Spanish Flu.  My Great-Grandmother remarried Sabino Uriz and the hotel name changed to The Uriz Hotel.  Belza roots run deep in Marysville and I am raising the 5th generation of Belzas in Marysville.  When many people see our city, they see the problems.  When I see our city, I see history, potential, and hope.  Our assets are not gone with the wind; we can salvage them and our culture is not destroyed.  We can “Build a Better Marysville Together” and I hope to lead the people of this awesome city with a grassroots movement towards unity and success.

I am a husband and a father of three beautiful girls.  In 2010 I began looking for ways to help in my community.  I volunteered in Juvenile Hall and coached football at Marysville High School for a couple years.  I also got involved in Kiwanis and other good-will and faith-based groups that serve our community.  In 2018 I was appointed to the Marysville Planning & Historic Preservation Commission and served as Chairman in 2019.  I am an active member of my church, The Bridge, here in Marysville as well as the Secretary/Treasurer of its board.  I also serve as the Secretary/Treasurer on the Sutter-Yuba Association of Realtors Board and the SYAOR Foundation Board, along with 2 other boards.  I am a licensed California Real Estate Agent since 2005, specializing in Agriculture, Commercial, and Investment Sales at Cornerstone Land Co. and come from a family background of real estate investment and development. 


Rate the top 3 issues you would like to focus on:


1. Unity.  I believe the bedrock of any great community is the unity of its people.  Marysville needs to be unified and moving together before we can solve the capital improvement problems in our city.  We need to build community in our neighborhoods, and we need unity between City Hall and our residents.  My goal is to be a community leader and I believe I can best accomplish that by being on the City Council.  


2. Loitering and crime.  I am a pro law enforcement candidate and I believe in backing our police with the appropriate resources to deal with our crime and issues of vagrancy and loitering that are damaging our city.  The Maryville Police Department doesn’t need to be defunded; it needs to be refunded and given the tools it needs to succeed.


3. Destination.  We have become a pass-through town, and we need to work towards making Marysville a destination again.  Ellis Lake is the gem of our city.  The Yuba County Water Agency has committed to working on the water quality of the lake and discovering long term solutions.  I believe now is the time to think 30, 40, and 50 years into the future for Ellis Lake and take actions towards making it a destination in our city, county, and region again.  Our downtown district has been driven past for many years.  We have 10,000+/- people living in East Marysville that drive through our downtown to go shop somewhere else.  Our city needs to help create awareness and opportunities for our businesses to attract our residents to shop local and keep their dollars local.  Our solutions are not for an outside developer or investor to come to Marysville with a big heart to spend millions of dollars to spruce up Marysville.  We are the solution, the citizens of Marysville, that make a commitment to “Build a Better Marysville Together” and I want to ask them to partner with me in that journey by voting Belza in 2020.

Lakvhir Ghag

What made you decide to run for this elected position?



Let’s  put Live Oak first. Our residents deserve someone who will work hard to champion them and their causes; and in favor of creating a stronger, more vibrant community for all to enjoy. I am running to serve Live Oak because we love Live Oak. Putting Live Oak first means putting the people in our community first, because they are the essence of the community that we love. Putting Live Oak first means transcending personal bias and relegating personal interest in favor the greater good. Live oak First means we help our neighbors because it’s the right thing to do. Putting Live Oak First requires that our elected officials and public servants set aside ideological or personal differences to attend to the service of the residents. That is why I am running.

Lakhvir S. Ghag, father of 3,  long-time resident and ardent supporter of the people of Live Oak. 

I’m  a second-generation farmer with a vested interest in seeing our community thrive. 

A half century ago, my family migrated from India to Live Oak. I enrolled at Live Oak High School, where I quickly learned English and where the seeds of public service were planted. I am a proud graduate of the Live Oak High School Class of 1972, and I have a degree in electronics. 

For the past eight years, I’ve served on the Live Oak City Council, including two terms as mayor. 

Live Oak is a wonderful place to raise a family and started my family in Live Oak.

I was one of the pioneers of earth station technology in our area. 

I built my first parabolic antenna from surplus parts on The side of our peach field on Kent Avenue.

I set up distance learning via satellite at Beal Air Force base and Yuba college. 

I joined Kiwanis Club of Yuba City in 2004,  where we started Kiwanis Key Club at Live Oak High School. Later, we started Kiwanis Club in Live Oak. 

I served as Kiwanis Key Club advise for 14 years. 

I served on the Kiwanis Club board of directors, 

president of Yuba City and Live Oak Kiwanis, 

Lieutenant governor and trustee for Kiwanis Division 14. 

I served on Live Oak Chamber of Commerce, bond oversight committee at Live Oak High School, 

Volunteer senior project Advisor

We started breakfast with Santa in Live oak so parents and kids can socialize.

Aleks Tica

Incumbent, Live Oak City Council


After four years serving on Live Oak City Council I believe the city is making great progress for a better future.  Since my time on council the new skate and bike park has been completed, made additions to the soccer park, purchased a new wrestling mat for the youth wrestling program, under grounded the utility lines along Highway 99, upgraded water lines, and roadways.  I am fortunate to represent Live Oak on SACOG which provides grant funding for various projects including: bike paths, housing, and roadways. From my first year on the council I have been working with local businesses affected by the hwy 99 project, as well as inviting consultants to assist businesses owners with any challenges. I strive to work with our businesses and encourage for growth in our business community. One of the most rewarding opportunities I have experienced serving on the city council is speaking with students at all three schools in Live Oak.  Invited by the administrators and teachers to speak on community service, local government, and the students' future plans after graduating high school. I plan on continuing my relationship between the school district and students.  My goal is providing the best public safety for the residents of Live Oak. Every year the council provides funding for new equipment for our Sutter County deputies, as well as purchasing a new city owned fire engine for our county firefighters. I am committed to serve Live Oak residents with honor, professionalism, and to the best of my abilities for a better future.


My parents both immigrated to America, my mother was born in Mexico and my father from Yugoslavia.  They met in Live Oak and have lived in the city for over 50 years. I've lived in Live Oak my whole life graduated from all three local schools and participated in various sports and clubs.  After I graduated from Chico State University in Economics I worked for the Center of Economic Development for the university. In my two years with the organization I assisted and coordinated in state funded projects throughout Northern California. I work at Betty's Authentic Mexican restaurant which is a family business and farm in our orchards. Im also a member of the Live Oak Lions Club, Live Oak Unified School District bond oversight committee, and the Live Oak Child Development Center Advisory Board.


Top 3 priorities:


1. Financial stability of the city leading to economic prosperity 


2. Infrastructure improvements: roads, sidewalks, drainage, wells and our water/sewer plant

What made you decide to run for this elected position?


Over the course of the last 3 years there has been a deep love for Live Oak birthed in me.  In that period there has been an awareness of our city needing help.  I came to a point where I could not just sit and watch anymore.  So, I’m doing something about it, running for city council.

 I’m 38 years old, married for 16 years to my high school sweetheart and best friend, Amy.  We have 3 children Malayna, Aliyah, and Jacob ages 10, 8, and 5 respectively.  I earned a Bachelor of Arts degree in Economics from CSU Chico in 2007.  I’ve worked in the financial services field for over 15 years.  In 2016 I opened my private practice, Cornerstone Financial located in Yuba City, where I work with individuals and businesses in the areas of financial planning, retirement planning, investment selection, and debt management.

 I have decided to run for Live Oak City Council because I believe my experience and knowledge will be beneficial to our council, citizens and the whole community. We need a fresh voice that will repair the trust of the community and bring everyone together to achieve our common goals. I want to see Live Oak thriving, attractive and affordable again for all the citizens and businesses. I have twenty two years of experience working in the banking profession working in finance, fraud and balancing budgets. In addition, I have personally attended City Council meetings. I have heard the concerns of the people and understand the problems we face in Live Oak. We need to listen to our residents and their concerns and then address those concerns.  The Citizens expect the Council to show more accountability and transparency for their actions.  We need more accountability in spending and decision making with our citizens interest in mind. It is now even more important than ever to bring fiscal responsibility to our city. We don't need higher taxes and fees. We need leaders to do a better job managing tax payers’ dollars. I have deep roots in our community and love for our community. My family began farming in Live Oak over one hundred years ago and I have been actively serving our communities for over thirty years. I am ready to make a difference by bringing my business experience and leadership skills to the City Council. The community of Live Oak deserves the most experienced qualified proven leaders to serve them. Let there be no doubt I am for the people of this community and focused on our future of Live Oak. This upcoming election is crucial for the community and citizens of Live Oak. We have several issues to fix based on the Sutter County Grand Jury’s report. Government Grant funds is not the answer to fixing the issues Live Oak is facing. Qualified, experienced and caring leadership is the answer, I pledge if I am elected that I will always make decisions based on what is best for our citizens and community.

Dale Carlson

Candidate, Live Oak City Council


What made you decide to run for this election position?


In talking with residents and business owners I feel strongly it is time to give everyone a voice in our city, as well as making sure management and city council uphold their fiduciary and safety responsibility to the taxpayers of Live Oak. We need to make Live Oak a business-friendly town and encourage new businesses into the city for added revenue with affordable fees and services. As a taxpayer and employee of the city, I see where some of the money is used and I don’t always agree with it. Having an insider’s view of this process, it is necessary to re-evaluate how money is spent. The city council’s responsibility is to ensure the budget is within reason, contracts reviewed annually and schedules adhered to as well as being informed of what maintenance, renovations or projects are necessary, or planned for the budget year. I don’t think it is in the best interest of everyone to say, there is money left in the budget and it needs to be spent. We must have responsible spending practices with transparency at every level and allocate our limited funds where they will make a significant impact on the city, such as First Responders, repairing streets, repairing or replacing defective water main valves, hydrants, and radio read equipment located on the water meters to mention a few. We all have to realize our infrastructure is aging and needs significant maintenance annually.

My wife, daughter, and I moved from Alaska to Live Oak in 2012 to be closer to family and have been residents of Live Oak for 8 years. Being a Parent Volunteer at Encinal Elementary School, a 2-year Site Council member at Live Oak High School, Live Oak High School Booster Club volunteer, and a City of Live Oak Public Works employee for the past 4 years I have become familiar with Live Oak and its residents.


My experience is working for a corporation that is known for its efficiency in streamlining business processes. The corporation is United Parcel Service and my 28-year career began as a part-time employee learning the basics of parcel logistics. I worked my way up through the business with 10 years as a Teamster in hourly positions and 18 years in operational and industrial engineering management positions.


I worked for a small utility company in Alaska as a temporary meter reader and worked my up to warehouse management and Assistant Customer Accounts Manager in which we were required to follow a tariff, Regulatory Commission of Alaska regulations, and budgets. I also worked closely with the Alaska Department of Fish and Game in regards to raptor nest relocations and developed an Avian policy to mitigate the harm caused to the birds while maintaining dependable service to the members.


I am currently an employee for the City of Live Oak Public Works Department and have been for 4 years. My position at the current time is Lead Maintenance III Worker.


With my previous experience in operational management and industrial engineering at United Parcel Service, management experience in the public utility sector in Alaska, and a City of Live Oak Public Works Lead Maintenance Worker, I know I have the qualifications and knowledge of the city to make informed decisions that will have a positive impact on Live Oak taxpayers for many years to come.

1. Evaluate spending, have all contracts reviewed annually, and projects monitored for completion schedules. We need to ensure we fulfill our fiduciary responsibility to our taxpayers at every level by being transparent and following the processes available, such as RFP’s and RFQ’s even if it is purchasing daily supplies.


2. Infrastructure repair and replacement which includes streets, curb and gutter, water main valves, hydrants, water meters, etc., which could possibly be funded completely or partially with grants. We must also maintain a qualified workforce that is competent in doing this maintenance.


3. Change the City of Live Oak’s reputation into one of being business-friendly and ready to work with all new and existing businesses, having reasonable regulations, permit fees, and affordable services.

Jeramy Chapdelaine

What made you decide to run for this elected position?


We chose to make Live Oak our family’s home 14 years ago, due to it’s small-town charm and sense of community. Unfortunately Live Oak has lost some of that over the last few years. With over 15 years of local government, management and leadership experience, focused on community service, it would be an honor to serve the citizens of Live Oak and help get the City Council back on track.

Most of my free time is spent with family, participating in community activities. I’ve served on the Encinal School Parents Club as Fundraising Chairperson and Vice President, coached multiple youth basketball and soccer teams, help with numerous Parks & Recreation events and volunteered as a High School Senior Project Mentor.  


I have also served as a Sutter County Planning Commissioner, am the current Chairperson for the Live Oak Planning Commission and currently represent Live Oak on the Board of Commissioners for the Regional Housing Authority.

1. Reduce City operating costs, by updating and adhering to stricter finance purchasing policies regarding consultants/vendors and eliminating City Councilmembers compensation and extremely expensive insurance benefits.  


2. Obtain grant funding for new projects to update utilities and infrastructure, to enhance public safety and promote economic development.  


3. Increase collaboration and explore opportunities for new projects and programs with Sutter County, Live Oak Unified School District and many other local/regional partners.
